There are a few lessons to be drawn from this depressing episode in history. One is that the surveillance society was born out of the collaboration between private and public institutions. The government allowed corporate data collection to thrive so it could make a copy of the data. The data economy was allowed to run wild because it proved to be a source of power for governments. In exchange, corporations assisted government surveillance. AT&T, for example, installed surveillance equipment at the request of the NSA in at least seventeen of its internet hubs in the United States. It also provided technical help to wiretap all of the internet communications at the United Nations headquarters, a customer of AT&T.fn1, 37

Perhaps the best example of how surveillance capitalism is a private and public venture is Palantir. Named after the omniscient crystal balls in J. R. R. Tolkien’s Lord of the Rings, Palantir is a secretive big data analytics company. It was founded by Peter Thielfn2, 38 in 2004, funded by the CIA, and designed in collaboration with intelligence agencies. It specializes in finding insights in troves of data.

One of the problems with XKEYSCORE, the NSA tool that worked like a search engine, was data overload. Searching, for example, for every IP address that made a Skype call at a particular time could return too many results. Imagine trying to search through your email account, only the results are pulled from every email in the world. Palantir helped the NSA make XKEYSCORE more intelligible.39

Palantir, the CIA-backed company that helped the NSA spy on the whole world, is now involved with both the United Kingdom’s National Health Service84 and the United States’ Department of Health and Human Services, as well as the Centers for Disease Control and Prevention.85 The NHS gave Palantir all kinds of data about patients, employees, and members of the public, from contact information to details of gender, race, work, physical and mental health conditions, political and religious affiliation, and past criminal offences.86
